Because the Kel-Tec PLR-16 is a semi-auto pistol that does not have a fixed magazine and has a threaded barrel & the magazine is located outside of the pistol's grip; it is considered an assault weapon under CA laws. [PC 30515(a)(4)(A)&(D)]

In order to make it CA legal, it needs to be modified so that it has a fixed 10 or less round magazine that is contained in the firearm and that can not be removed without disassembing the firearm's action or that is permanently attached in the firearm's magazine well.
^Currently, there is no commerically available magazine lock device that is 2017 compliant. Which leaves the only method being permanent attachement.
*It's unknown if the Franklin Armory DFM will work properly in the PLR-16.

Because the Kel-Tec PLR-16 is not listed on the Roster of Handguns Certified for Sale, a CA FFL dealer can not transfer a CA legal version of the Kel-Tec PLR-16 to a non-exempt person.

Because it is a factory semi-auto pistol, since 01-01-2015, it no longer qualifies for the single-shot pistol exemption.

Current exemptions that would allow it to be transferred are:
    A. LEO sale.
    B. Out-of-state intra-familial gift.
    C. PPT.
