Maybe because the particular gun you want to buy falls under the 2017 AW classification? Those cannot be transferred unless made compliant. Maybe he just doesn't want to deal with the messy AW laws.

If its got a fixed mag compliance device it should be able to be transferred as such pretty easily. Just please dont pull a bakersfield move and try to regisger it as a bullet button AW as soon as you pick it up.

How is it a "fixed magazine"?

            1. Does it use a device or part to make it so the magazine can not be removed without disassembling the firearm's action (for AK this means... remove top cover, remove recoil spring assembly, & remove bolt carrier group)?

            2. Is the magazine permanently attached (epoxy, weld, rivet) into the firearm's magazine well?

If it doesn't use either of the above methods, then it's not legally a "fixed magazine" and the AK pistol will be considered an assault weapon.

Also, they can only be acquired via PPT, due to CA unsafe handgun laws that prevents them from being transferred to non-exempt persons.
So, you can't order a semi-auto one online and have it shipped.

Post the FFL. We need to know who he is so we do not patronize him.

So if I used a compmag would that work to get around registering my AR pistol as a AW?

Yes, as long as it would be installed permanently.

An AK pistol with a fixed magazine seems like a real hassle. I'd rather just slap a featureless grip on a WASR and play with a standard mag release. Seems like a lot more fun and probably way cheaper too.

Just know that there are mixed opinions on the AK MagLatch.

Some CA FFL dealers think a properly installed AK MagLatch with modified AK magazine is CA legal and some CA FFL dealers don't think it is CA legal because they view a tool (inserted through the ejection port) can still be utilized to remove the magazine.
^This is why you are encountering CA FFL dealers that are not willing to transfer AK style firearms equipped with an AK MagLatch.

Also, be aware that it only operates correctly when used with modified AK magazines.
So, it would be prudent to not own or transport standard (unmodified) AK magazines with a firearm equiped with the AK MagLatch.
