You can not hand-carry it home, and an FFL an not transfer an off-roster gun to you.
So while there is a legal path to buy a gun from someone out of state, the simple answer to your question is "No, that is not a legal way to obtain an off-roster gun"- Rich

You cannot buy off roster guns from people out of state unless the gun or the buyer is roster exempt. Also new or used does not matter.Comment

Not legal for a CA resident to do that. Residents of other states do not enjoy the wisdom and beneficence of the CA Legislature...
