FBI Ballistic Test Protocol

FBI standard:
"A handgun bullet must consistently penetrate a minimum of 12 inches of tissue in order to reliably penetrate vital organs within the human target
regardless of the angle of impact or intervening obstacles such as arms, clothing, glass, etc. Penetration of 18 inches is even better.
Given minimum penetration, the only means of increasing wound effectiveness is to make the hole bigger.
This increases the amount of vital tissue damaged, increases the chance of damaging vital tissue with a marginally placed shot,
and increases the potential for quicker blood loss.
This is important because, with the single exception of damaging the central nervous system,
the only way to force incapacitation upon an unwilling adversary is to cause enough blood loss to starve the brain
of its oxygen and/or drop blood pressure to zero.
This takes time, and the faster hemorrhage can occur the better."

I didn't want to try to track down the info.

I recalled the 12" mark But I would be damned if I would be able to find it.


Cavitation is a very important component to organ injury inflicted.

thisis why high velocity rounds are regarded as so injury causing vs. heavy and slow approach.

Heavy is good as it continues momentum well when coming on a target, however it will have less velocity as it travels through a target than a lighter round that reaches equal depth.

This could go on and on, with sectional density, general terminal ballistics of both the target and the projectile, and on and on.


I carry a 380 with rounds that get pretty deep (per testing), are shaped well to feed in my firearm, and give back some of the penetration of a FMJ for an increased wound path that the leafed hollow point offers. However, many thing a FMJ is needed in a .380 because of it's lack of KE versus larger rounds. And there is good logic to that. Personally, I like the idea of a larger channel and petals that may come off causing secondary wound channels, leading to quicker exsanguination or neuro injury.

There are times when Solids or partitioned bullets are needed (thick skinned game, Large Dangerous game), but generally if you can get a round to deliver all of its injury without pass through (lost KE), then you will generally get best results.

Using the same logic, finding a round that will slow enough to deliver all it's energy is what you are looking for.
