Make AB10 (Tec9) from 80% Lower

Can I order an 80% Lower and make an Tec9 from an old AB10 upper parts kit and make it A CA legal

My cousin broke his plastic lower and trashed it years ago. Can I just put a AK style bullet button and register it as a home made. No barrel shroud, no threaded barrel

No. The window for BB firearms passed last year. It is a handgun with the magazine outside the grip, that makes it an AW here.

Unless you made it into a compliant single shot handgun, there's really no way to make it legal. I'd just throw the parts in a box and maybe do something with them once I moved. Maybe.
