How does one make a AR lower into a pistol lower? I thought that was forbidden.

Only forbidden in nanny states. In free states you can simply buy a lower and build a pistol. And then you can convert it from rifle and back to pistol again as often as you want.

But even in a free state, you cannot use a lower that was originally built as a rifle to then make a pistol.

I'm sorry, these tires are only for a coupe. Installing them on a station wagon is a felony.
You can put them on an SUV but then you can never put regular SUV tires back on or that is also a felony. If you are bringing your car in from out of state and it has a gas tank larger than 10 gallons you must retrofit it before entering the state. Cars with automatic transmissions are limited to models on the 'Department of Motor Vehicles roster of Safe Automobiles' or must be given to law enforcement, sold out of state, or destroyed.

so wouldn't everyone just buy a stripped lower and mark it as pistol so they can keep changing from pistol to rifle then back to rifle as much as they want?

in most free states, buying a lower is just that, a lower. it isn't a "rifle lower" or "pistol lower" until it is built up as either a rifle or pistol.

it should be 4473'd as an "other". it is neither a rifle nor pistol.

once you take it home and build it up, then it becomes a pistol or rifle.
