    Importing Custom/Rostered guns

What are the regulations on buying a new gun from say, Wilson, Nighthawk, or maybe even Cajun Gun Works that is customized? I know the roster specifies color on some guns. Say I wanted to buy a SP-01 through CGW and have them do a full custom job and a new finish. Would it still fall on the roster? Or would I have to purchase the specific "stock" on roster gun, then send it to CGW?

Easiest would be purchase stock and send it in. You probably could start with them though. Have you contacted them to ask?

Well if 100 people say buy it at CZ and do the custom but CZ Customs says no.... who wins? I'd start with them and go from there. I bet they'll work with you on it.

By law, if you're not exempt, you must buy it stock 1st, then do what ever you want with it after.

How do you figure? Where in the law does it say that?

Easy, the customized gun has not passed the Doj tests. If a manufacturer can't even change the alloy or manufacturing process of a part, what makes you think modifications by a third party will be roster safe?

My question is more so if he buys a CZ from a FFL does he have to sign it out before work can be started on it?

I'm not sure of the exact section, however the roster is for firearms that were tested in their original stock state in specific colors and accessories the way they come from the factory. if one tiny spring is changed, then its off roster. CZ 97B is a perfect example where the on roster comes with wood grips and standard front sight, the newer off roster ones come with aluminum grips and an FO front sight.

I figured it wasn't possible, but also figured that if I did a CGW custom and kept everything outside and visual the same, I might be able to get it in. Most FFLs wouldn't be able to tell if it's been fully worked over internally. I guess I knew the answer as far as finish goes.

So if one were to order a custom Wilson, you technically couldn't have a trigger job done, or have a bull barrel of the same caliber put in?

What goes on the DROS paperwork is the make/model/sku on the box and/or rollmark on the gun. The LGS could swap the grips/sights before he puts it out for sale in his store, as long as the gun in his inventory is on roster, he can still transfer it to non-roster exempt buyers. He could even refinish it in cerakote or blue it . . . still okay to transfer.

Yes. A new gun can not be drosed to civilians by a ffl unless it is roster qualified. Once a new gun is modified by Mfg or a gun smith, it can not be imported into Cali cause it is no longer the rostered gun.

Long story short, you (civilian non exempt) can not buy a new Calif roster hand gun from a Mfg or Distributor and ask them to modify it before Dros. You must buy as on rostet. What mods or butchering you do to it has to happen after Dros.

Sad and retarded, but it is what we have.

Yes, that makes sense. But, the FFLs will not do that.

Apparently some do. When I bought my CZ 97B, it came with the aluminum grips and FO sights, even thought the model/sku was the one on the roster with the standard grips and sights. Either the LGS, or his distributor, changed them after receiving from CZ.

                              IIRC
I don't believe this is true.. I believe DOJ does have pictures of all approved guns. Once an 03 FFL receives a handgun in rostered status, it can not be modified by the FFL. Unless the FFL also has the other classification of FFL for modifying/gunsmithing. (I forget the class)

This was the issue with the new AW laws in January. By law FFLS could not modify left over inventory to compliance. But DOJ ended up giving a letter deviation that FFLs could perform the necessities to make those rifles compliant.

The more I think about it, I'm answering my own question
