Handgun stipple?

I have a question I've read that in order to send out my frame to be stippled the person I send my frame to needs to have a ffl. Is that correct if so how is a normal guy that never stated he has one able to take in frames on a Facebook Glock page able to advertise work an how to send to him.

Correct me if im wrong here but if you are shipping there needs to be an FFL , but if its a local thing where you can wait with the dude doing the work there does not need to be an FFL in place.
