12 round magazine question

What are rules regarding bringing a 12 round magazine into California that has a block to only accept 10 rounds? My father may be gifting me a Sig that comes with 2, 12 round mags.

It fine as long as it's "permanently" blocked. Currently their is no set method by law that makes it permanent. Some use a roll pin, internal blocks, internal block and epoxy on the base plate, etc... Various ways to block them.
