Single Shot Custom 1911

Let's say theoretically, we really wanted to have a full custom house built 1911. Couldn't a custom shop sell a virgin serialized frame as a "custom" single shot to a California resident? And once said CA resident got a hold of this 1911, could it then be sent back for some massive gunsmithing? Say someone like Guncrafter or Evolution who would have virgin frames, there would be nothing stopping us from buying a complete single shot and having it converted afterwards?
