If I purchase a handgun from GunBroker, can the out of state seller ship to CA himself or must he ship through an FFL?

The non-FFL seller can ship CA LEGAL firearms directly to the CA FFL as long as the CA FFL is willing to accept shipment from a non-FFL; many will not.sigpic -
Proof of what? You already got your answer. The other option is to have the seller take it to an FFL and his FFL ship it to your FFL. Again, talk to your FFL to see if he'll take the transfer and what his fees are.
The other thing that you need to consider, if it applies to you, is whether or not the pistol is transferrable to you.. i.e. Is it on-roster. And also make sure it doesn't have magazines with greater than 10-rd capacityComment

It is perfectly legal. But that said, some FFLs will not do it because they don't get good documentation or any way to verify WHO sent the gun. Since FFLs have to log these guns on to their bound books, including WHO they got it from, some FFLs are not comfortable receiving firearms from non-licensees.
A nonlicensee may ship a firearm by a common or contract carrier to a resident of his or her or her own state or to a licensee in any state. including handguns but I specify the receiving FFL has to receive from a
NON licensee. I do provide a clear copy of my DL. Also,I don't require the
buyer to send me an FFL copy,just the FFLs # where I make a copy off
ATF ez check and take it to UPS when I ship. Never had a problem at MY
local UPS HUB doing this,either.(Newbury Park)Comment

It is 100% legal for the seller to send the firearm himself to an FFL, as long as he follows regulations regarding the shipment of firearms... The only real question is along the lines of your comment... Which FFL is going to receive and transfer the firearm?? You'll need to call each FFL you're considering and asking them about their policy on out of state transfers, fees, taxes, etc. Good luck!Comment

Just an FYI, ensuring a smooth transaction is 100% the responsibility of the buyer from start to end. If the receiving FFL accepts from a non-FFL but says "have him include DL copy" then you have to ensure the seller agrees to that - and not a DL copy that can't be read or has everything but the name and photo blacked out. Make sure your FFL will send a copy of his license to the non-FFL, some dealers don't like doing that for fear it could be used without their OK. My FFL writes a note on his license indicating "good on this date for this guy for this deal only".
If you have an FFL you've used before ask him what you need to do, tell him it's all new to you too. And make sure the handgun is CA legal, meaning it can be brought into the state via FFL.GOA Member & SAF Life MemberComment

Several years ago I purchased a pre 64 model 70 on gunbroker from an individual (out of state) and eventually got it successfully imported into the state.
Prior to bidding I had read the law and it appeared to me that an out of state individual legally could (but must) send it directly to a California FFL.
I first spoke to my local FFL & he would not even consider receiving it even after reading the print out of the applicable section of the law. The second FFL I spoke to was certain it wasn't legal to receive it and even doubted it after reading the law. However the second FFL phoned the state and was told it was legal for him to receive it from an out of state individual.
Note as previous posts have stated pistols have to be the on Roster etc.Comment
