so i think i understnad about NeRFs, but since a frame would not be considered a pistol, would the same age requirement, handgun safety certificate etc apply?

Well, per the feds, virgin frames are considered "not a long gun" so you must be 21 to purchase, just like a handgun. So, if you are 18-20, you're done right there.Jack
