The list is missing some of the newest 9mm, like the Kel-Tec Pf-9.
I'd assume the smallest would be a derringer in 9mm. The smallest semi-auto should be the Rohrbaugh.

Unless you included derringers, I'd say it's the Rohrbaugh.
Smallest on the CA DOJ approved list, would be the Kahr Arms PM9.
But, you could buy two Kahr Arms PM9 for the price of one Rohrbaugh.
And the Rhorbaugh is not rated for +P ammo and it has about a 5000 round life span.sigpic

I've got a KelTec PF-9, and that's the smallest 9mm I've ever handled. Very light too, fully loaded, about 14oz! Fits right into my DeSantis Nemesis too!
If I ever get my CCW, this will be my everyday carry gun.

My PF-9 has taken the place of my Kimber CDP Ultra because it's so light-even though the Kimber is no heavyweight. I admit it's a step down from .45 to 9; but, with the PF-9 I pretty much never carry anything smaller either. It's small enough and powerful enough that it has become my only choice most of the time. One drawback appears to be the life of the pistol. I've heard as little as 6000 rounds from some. It's been back to Kel-Tec once for a rebuild and they tell me they'll keep rebuilding it forever, so I'll stick with it until I find something I like better.People don't like to be meddled with. .357 in a revolver as a BUG. Or as a Primary. I seem to remember that lady in houston that was shooting the victims with arrows. Hit a few times with a .380, still fighting. I like 9mm and do carry it often, but the .45 is what I like.... Anyways good luck
