If a person gave away a pistol 15-20 years ago ,and the person who it was given to did not register it ,but still has it can it be registered even if the person that gave it away has long past away ,and how can it be registered.

If the person registering the gun is legal to own it, yes. If the serial number rings a bell with the authorities they will come to the new owner to ask about it.

Prior to 91 you did not need to register a pistol, so there are still many pistols out there that have never been registered.

If the transfer happened prior to 91(don't remember the specific day), then no need to register it now, unless you feel some strange need to have to do it. If at some point the owner wants to sell it, when the new owner does the DROS the pistol will then be registered and in the system.

If for some reason you have a burning desire to have your gun registered, you can use this voluntary form and send it in with $19, and wait up to 3 months to receive a letter from the DoJ letting you know that the gun is registered.

Forgot to add the only thing legally needed by the owner to have a handgun is an HSC card.

Then don't worry about it. Gun is OK. Like I said if you ever decide to sell it, then the gun gets registered to the new owner, if you don't sell it, then leave it alone.

You only need a valid HSC to purchase or take possession of a handgun, you do not need to have a current HSC to continue to own a handgun.

Well then, you don't even need that, but never hurts to have one for future purchases.
