So is this extra hole milled in finished lower just to save weight over their 80%?

I think so, I have one that is like your bottom lower and in my head I was wondering why they didn't mill this part out. Then I bought another and it is like the top one you have. Mine are/were 80% lowers if that matters. I have shot both and doesn't seem to be an issue with regards to dirt/grime so far, at least nothing brake clean wouldn't solve.

Yeah mines the 80 on the bottom, the top one is 100 brand new.
