Will recent Off List 22LR's ever come back ON List?

ex Ruger SR22 or the SW M&P 22 ?

What caused them to come off?

In 2014 when California's microstamping requirements came into effect, Ruger and Smith and Wesson basically pulled out of California's semi-auto pistol market and didn't renew almost all of their semi-auto pistols. Since the pistols you mention fell off the roster and would have to meet the microstamping requirements to get back on the roster, the answer to your question is no, they will not return.

S&W and Ruger both decided to stop renewing their semi auto pistol roster listings a few years ago. I don't think you will see them return.
