MP5 clone pistol possible with SSE 2.0?

My understanding is that 07 FFLs can sell single shot AR pistols with the condition that the receiver has never been assembled as a semi-automatic firearm.

Could something like this MP5 style barreled receiver be shipped to an 07 FFL and be sold in CA under SSE 2.0?

Assuming (as GOLDEN GUN mentions below) that a parts kit is provided to assemble a complete pistol and the bolt is blocked in some manner to make the pistol single shot.

FFLs must sell complete guns, so that upper must be assembled into a complete single shot bolt action or break action firearm.

The FFL must also be an 07 and have paid ITAR tax.

The receiver must have never been a semi auto, even for 1 second. We emailed Atlantic and they cannot confirm that this was never a semi auto, even once. If they put a lower on it to check fitment, it was a semi auto. If they test fired it, it's a semi auto.

FFL doesn't pay ITAR, it's FET on the manufacturing.

Try contacting the company who manufactured it?

We have, if I can get it in writing from them that these were never completely assembled we would be willing to SSE them.

However experience with other companies they are usually not very helpful.

I made an MP5 pistol (during SSEv1) but I was thinking about it and you could set it up as a bolt action. If you set the bolt gap to .004 or lower it will not cycle the action at all, it just stays locked when you fire. You then have to manually rack it to put a new one in. You can then just buy + rollers and fix it, or set it to .010 when you build it and use -10 rolellers to make it bolt. I don't know that you could get a factory to do that for you, but as a builder you certainly could.

Interesting.. Baboosh what do you think?

                Can it be done?

I'd be in for one for my own personal collection

                  MP5

If you could find a local FFL to help you, I think you have an option. If you get your cooperative local FFL to order that barreled upper from Atlantic, they could have it shipped to another shop out of state. That shop could permanently attach a fake can or barrel extension (by blind pinning or welding) to satisfy the minimum 16 inch barrel length for a rifle. Once that is completed your local FFL could take delivery of the RIFLE receiver and DROS it to you as such. It sounds like you want an MP5 pistol clone, but building the rifle as an HK94 clone would be nice also. Atlantic also sells the HK94 clones in the same brand as the upper pictured in this thread. Maybe they will ship a completed HK94 type rifle upper to your FFL if you contact them.

Unfortunately the only people who can DROS a receiver as pistol in California are LEO's. The SSE route sounds like a stretch in this case. Good luck

If registering it as a rifle, the FFL can weld a barrel extension here in California, and does not need to be shipped out of state.

His post specifically asked about pistol config anyways..

Have you tried Dakota Tactical or Parabellum Combat Systems? As custom builders from flats they should be able to control and document the configuration throughout manufacturing.
