80% Lowers... 81% 85% 95%

Why do places sell 80% lower receivers?
Why not 81%, 85%, 95%, etc...?

What I understand from this is that because they are unfinished, they are not considered a firearm. But what I still don't understand is, why do places not sell a 99% complete lower, so all one has to do is drill a hole?

The % has no legal meaning, only whether ATF says firearm or not. The % is just marketing.

Don't think so. ASA still ships 95% lowers to CA without going through an FFL.

Those lowers are also 80%, regardless of what number they use to market it to people.
