Purchase handgun in CA off roster?

Hello, I read the stick post about the doj roster but wanted to ask for clarification. Is it legal in California to purchase a used handgun that are not on the roster that were manufactured in previous years? I want to collect more guns but I'm limited by the rooster.

Handgun from consignment also exempted from roster, as long as it is not used handgun from dealer's inventory.
