Yes, FD personnel qualify for blue label Glocks. However, as already mentioned CA cops are the only folks who can buy non-roster guns - irrelevant in the rest of the USA. Funny how they're safe for the rest of the world, but not for the citizens of CA, unless they buy them from cops or family members who live out of state.
FWIW, today I bought a blue label G43 and paid $380. Not a Glock fan and had no real desire to obtain one, however I was standing at the gun counter of a LGS in Sparks, NV, when a shipment of several blue label Glocks arrived, 8 of which were G43s. Standing next to me was my ex-wife who said, "if you want one, it'll be your Xmas present. A few minutes to complete the 4473 and I am out the door with a G43, and a free C-A-T tourniquet.
BTW, I am totally against CA officers using their LEO privilege to purchase and flip LEO only weapons for the purpose of PPTing for a profit - if not illegal, it's a matter of integrity.
