It can be CA legal or, it could be manufactured in such a way that it would not be CA legal. It's no different than manufacturing any handgun in CA. Either you need to be roster exempt or the gun needs to be manufactured in such a way that it is roster exempt.

It would be better than trying to convert a smg parts kit?

As long as it is used to make a dimensionally compliant single-shot bolt-action pistol or dimensionally compliant single-shot break-top/open pistol.

dimensionally complaint = minimum 6" barrel length + minimum 10.5" overall length

We can still build semi auto pistols at home correct? There is no front grip like an uzi

Only if the semi-auto pistol does not violate CA dangerous weapons laws, does not violate CA assault weapons laws, and does not violate CA unsafe handgun laws.

            Which means...
If it is semi-auto pistol that uses detachable magazines:
            1. It has a positive manually operated safety.
            2. It has a chamber load indicator.
            3. It has a magazine disconnect mechanism.
            4. It has a microstamping array.
            5. It passes all of the CA DOJ BOF safety tests.
            6. It does not have a threaded barrel, second handgrip, or barrel shroud.

If it is a semi-auto pistol that uses a fixed 10 round magazine:
            1. It has a positive manually operated safety.
            2. It has a chamber load indicator.
            3. It has a microstamping array.
            4. It passes all of the CA DOJ BOF safety tests.

Otherwise, it needs to be a dimensionally compliant single-shot bolt-action pistol or a dimensionally complaint single-shot break-top/open pistol.
