Has the handgun roster always listed total number of guns on the list (817)? Or is this in response to the Supreme Court declaring our rights aren't being trampled because LGS's still have product on shelves ?

Yes, the Roster has always had the current total.

That number is decreasing; there is not yet any expressed reason, other than manufacturers declining to renew existing guns, and the inability to meet new requirements to add new models.
