From what I'm seeing in the Ruger Forum forum, it appears some guns in early runs of the Ruger New Vaquero and the new .357 50th Anniversary Blackhawk (single actions) are being recalled. While some may be repairable, others prob will be destroyed and replaced with new guns.
[NB: This does NOT apply to full-size Vaqueros or regular full-size Blackhawks.]
Of course for CA people (and some in other states) a new handgun with new serial# involves a new DROS+ waiting period, fees, safety demo, yadayadayada. I do not know if Ruger will reimburse these fees, etc.
Ruger seems to NOT be destroying old gun and making a new gun with old serial #. Ruger phone people are telling some folks w/problems that that would be a (Fed) violation of GCA '68.
Is that true? Is there a special rule for handguns only? I doubt this. Anyone knowing more about this, please speak up!
I definitely know that GCA '68 does not prohibit LONG guns from being destroyed and new gun/receivers being issued with same S/N. Colt has for quite some time destroyed broken/damanged AR15-style lower receivers and replaced them w/new ones having the same S/N so people w/broken ARs could still retain their preban status (now moot after 9/2004 AWB sunset) and/or their California AW registration status. Olympic Arms has done the same, and in fact appears to have destroyed/replaced poor quality cast preban 'rush out the door' receivers with new forged receivers w/same S/Ns.
I'm thinking the Ruger call center "GCA 68" ruse may be less due to lack of knowledge than because they have allocated New Vaqueros, etc. for replacement and don't want to stop production line to do special serial #s for warranty replacements.
I have a 50th Anniv. Blackhawk which I love and which works fine. But with all the grief I don't think I'll send it in.
