I always keep the envelope sealed and in the original case - stored in drawers and boxes... I don't know why, but since the first to last gun I've always kept it and never open envelope.

I think I originally felt like it would help resale (don't ask for logic or reason, there is none really )... but of the three pistols I've sold, I don't think it was even noticed.

Didn't the M&P come out in 2005 or 2006? I bought one the same year it came out.

Some states collect them for purposes of identification when investigating shootings. I believe it's collected at the time of transfer to the buyer from the dealer.

NY and I think MD, maintains a library of spent cases that come with new handguns sold in those states. They're used to compare to cases found at crime scenes.

Maryland requires submission of the spent case at the time of transfer.

^^^ interesting... But that isn't why the manufacturer test fires and includes the spent round with the gun.

Some states required fired brass. The states DOJ wanted it to solve crime.

I want to say Maryland was the first state to make the mandate

They dropped the program as it did nothing to address not solve crime.

The states that require brass can take it via the FFL so the buyer ends up with 1 or no brass.

For the history, start with googling fired cases and MAryland
