Can I buy only hangun lower receiver from out of state?

Only if you are an exempt person (such as a CA LEO).

Because it is not on the Roster of Handguns Certified for Sale, a CA FFL dealer can only transfer them to exempt persons.

In addition, a frame/receiver made into a handgun in CA needs to comply with CA unsafe handgun laws.

Therefore, it needs to be built into one of the following configurations:
1. Single-Action Revolver.
^Needs a minimum 5 cartridge cylinder.
^Needs a minimum 3" barrel length.
^Needs a minimum 7.5" overall length.
^Needs to operate via sinlge-action.
2. Single-Shot Pistol.
^Can not have an ammunition feeding device and can only chamber one cartridge.
^Needs a minimum 6" barrel length.
^Needs a minimum 10.5" overall length.
^Needs to operate via break-top/open or bolt-action.

If it were a handgun on the roster, could you:

1- Buy the receiver online
2- Hand your upper (slide and bbl) to your FFL
3. FFL install your upper
4. DEROS complete "on roster" hangun

You can't buy the part with the serial number on it. Therefore, you will end up with things to throw at the bad guy, but nothing to shoot with.
