AR pistol must be complete for PPT?

Having a discussion with another member and he has heard an AR15 pistol lower can only be PPT if it's complete.

I thought it sounded like FUD.

Neither one of us is certain.

California's definition of a pistol is a firearm with a barrel length of less than 16 inches.

No upper, no barrel, not a pistol I guess.

Depends who you talk to. The commonly accepted rule is yes but some FFLs claim otherwise. Near the end of SSE panic a few FFLs were selling stripped lowers DROSd as pistols.

The AR pistol has to be complete to do the PPT with a barrel length no longer than 13"

If that's what your ffl wants just play along or go some were else. It's easy to just hand back the upper in the parking lot.

It has to be a complete pistol otherwise how are you going to do a safe handling demonstration?

I've only seen complete lowers with which either the owner or seller needs to provide an upper during DROS

This is what spurred our conversation. I've seen several listed, and even sold, with no mention of needing to provide an upper.

                      Thanks for all the replies!

Having a CCW exempts you from having to complete the safe handling demonstration. I also thought if you had a current hunting license you were exempt as well...someone may be able to correct me if I'm wrong about the hunting license exemption....but the CCW exemption I can vouch for. I haven't needed to do the safe handling nonsense since I got my CCW in September.

Sure lucky you live in a county that has CCW...otherwise I'm stuck to purchasing complete pistols.

Yeah I know of a few people that have bought complete pistol lowers ppt without uppers and the gun shop said nothing.

AR pistol must be complete for PPT?

so am I mistaken here? Stripped lower means nothing on it. Complete lowers have everything minus an upper and you can either bring your upper for the transfer if the FFL requires it (as Martin B Retting in culver city does). I need to hear confirmation that someone was PPT'd a STRIPPED LOWER in 2015 and the FFL that did the transfer so I can go there instead.
