Is there a reason to think it is not legal?

I've never seen one of those before, but it appears to be intended for pocket carry; if so, there are the CCW issues. But if you have the license, that's covered. It doesn't fall into any of the 'disguised' categories ('pen gun' and such) - it's perfectly clear it's a gun.

Are you wondering about unloaded cylinder, ammo on the holster? That's not relevant to CCW - need the license to carry concealed, whether loaded or not.

Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!

Looks like it is ment for back pocket or wallet carry. Its built to keep the grip pointing up and ready to grab. I'm not a fan of pocket carry. Used to do it with my Kahr but I always worried about kids or even adults coming up behind me and pulling it out without me seeing. I carry almost everying in a Bianchi Blackwidow holster or a soft padded IWB holster if I have on just have a t-shirt. Having it on the side lets me keep an eye on kids or people around my gun and also let me see if I'm printing. Never liked to carry wheel guns because the cylinder always felt to big a dug into my side or stuck out to far. I'm a small thin guy so the smaller the pistol the better......as long as its 9mm or bigger. That is why I like Kahr's. Big power in a small package.

Wallet guns have to look like wallets out of your pocket AND still be fireable from the holster. So you're good there. For the loaded/unloaded question, you should be ok due to the rounds have to be attached to the gun in a position ready to be fired. Example, shellholder on a shotgun can have rounds in it, and you're ok, but not in the magazine tube, that's loaded.

BUT, a 38 special with a snubby barrel? Sure they're nice, and better than nothing. But even a glock 26 has much more velocity and twice as many rounds, in the same size (actually thinner) package. and the glock 27 is a 40 cal and can still hold 10 rounds with a pinky finger grip extension. And neither kicks harder than a 38 plus p in a short barrel.

But we all like what we like, I usually carry a kel tec p.32 which is a step below the 38. (even with the cor bons). But I carry it because I'm lazy and it conceals sooo easy.

Don't believe all the internet coolaid regarding the .38 snub. If you like it and shoot it well then more power to you.

It's worked for a long time and killed people in the past just as easy as it will kill people now - at least at normal handgun range.

I am a big fan of .38 revolvers. The mechanism is simple, just pull and shoot. You don't have to worry about FTFs and stove piping or a magazine fallig out. The only drawback is its capacity. The truth of the matter is its better to have something than nothing. If a .38 special is all you can afford then go for it.

Its my undertstanding that when any ammunition is attached in any way its loaded. Except fish and game regs, which say a loaded weapon is one with an unexpended round in the chamber.
