You want an inexpensive, quiet, and accurate shooter? Get yourself a Daisy 880.

Right now Pyramyd Air has the Stoeger Arms X20S2 Suppressor Air Rifle for $149.99. Get it in .22 caliber.

PCPs are the quietest, but to get them quiet you'll need an integrated suppressor, which puts you above $400, not including the pump.

CO2 is underpowered for what you want to do, except the 850 AirMagnum in .22 caliber, which is fine on squirrels at 10-15 meters. It's $300 and not too loud. Rich in Michigan runs an 850 mod shop online. He can tune the rifle to increase the power a bit. I've had a lot of air rifles, and the 850 was the most fun to shoot.
