What can be done with velcro and some heavy stitching or some glue is mind bending.

I've been running an aliengear shapeshift velcro holster in my bags lately. It's hard kydex on one side with adjustable retention and if you have the parts and inclination I think you can add an active retention device as well. Fully covers the trigger and should be glock-safe.

I would advise against trying to come up with a single holster solution for both IWB and velcro. I think you'd be better suited with separate holsters than trying to cobble something together that does both.

this is an (almost) one year update:

It's freaking great! I just ordered a new holster and I'm going to do the exact same set up. I carry everyday for about 10 - 15 hours a day. Other than sleeping or showering, I only have it off for an hour or two per day max, and it has held up great.
If you are going to do this, the only thing to consider is if you want the extra size and use two and if you want the slick gel side on your skin, or the velvety side. I went with 2 pads, gel side to gel side hot glued together. I'm really happy with this setup!

I use the CrossBreed Mini Pac Mat. Works great in my Vertx bags.

I make holsters and my buddy asked me for this very thing and here’s what I came up with. I made him a holster with safariland hole pattern and a removable Velcro attachment that way he’s able to use it as a regular range holster with a safariland QLS when not in use as a Velcro holster. If interested in a video of it mounted and being tested check out my Instagram @packinholsters. Here’s a few pictures.

Yea, I looked at that holster too, but I can't get comfortable without a light on my gun. I just bought really strong velcro adhesive patches and put the hook part on my Vedder holster and now I can move it from bag to bag that also have the loop velcro stuff.
