    Psychological Evaluation

Reading the application in my County (Santa Barbara) for a CCW it states that in "phase 2" there is:

Since many psychologists are "Whores of the Court" I have a real problem with a psychological evaluation. Generally, they are told what to find, as opposed to finding the true facts and reporting them, in a non-arbitrary and capricious manner.

    Is this even legal?

My buddy said some of the questions that asked him were designed to get an angry response and they specifically look for that.

Yes it is legal. Fee is a maximum of $150. They must use the same services that screens deputies, etc. They cannot require a follow up, further testing without a compelling reason

It sounds like what they attempt to do is do everything within their power to run up the cost of a LTC, as well as to bureaucratize it to the maximum extent--particularly when they have a customer who will have a very clean record going in there.
