Is Fremont now doing their own CCW permits

I was looking at some info on Fremont City Council and was thinking to go in and ask questions to see if they might want to consider changing their attitude towards CCW to prevent possible repercussions down the road. Then I found this on the Fremont police departments website:

Does anyone know if Fremont is actually processing CCW themselves rather than sending it to Alameda county?

If so, any Fremont residents want to arrange to show up at city council during the oral presentations part and ask some questions?

City council has nothing to do with state Penal Code authority which is vested in the Chief of Police.
