Solano County CCW

Probably a stupid question but with the ninth circuit ruling the ccw thing unconstitutional. When are we allowed to go apply for a CCW without all the previous runaround. Is it still hard to get one in Solano County.

Solano county has been issuing for the past 2 or 3 years, many hear are in the process of renewal of their current license.
