Things have definitely changed since I applied. For one, they hired another person to work full time to handle the CCW desk. So it's Melissa and Yolanda. They are both great, down to earth people who are professional and encouraging. I can't say enough good things about them.
2. Initial meeting / application turn in
I turned in my application at the appointment. I tend to speak freely and say what's on my mind. We were just having a friendly conversation. I asked Melissa, "what's the interview like? Will I get grilled?". To my surprise, she said, "This is the interview.". We both laugh. It was so laid back. She informed me that I was missing some documents. Told me to save time by faxing them to her. She sent me an email verifying that my application was complete once she received the fax.
3. Take CCW class
There are three CCW classes that are approved. I wanted to take the class with TJ Johnston, but took it from Firearms Training Associate in Corona (Rauuga???) due to scheduling conflict. What can I say? Shooting guns--fun. Cost wise they are very much the same. Knowing what I know now...TJs class focuses on CCW...shooting from a concealed holster;whereas, FTA students were using open holsters. OCSD highly encourages you to take the class AFTER you are conditionally approved. You don't get brownie points for taking one prior to applying. Save your money and wait.
4. Another appointment to turn in class completion certificate?
You turn in the class certificate at your final meeting with CCW desk. Melissa/Yolanda will check your certificate, your OCSD weapons inspection letter, and verify your name/address/handguns' make/model/caliber/serial number. AT THIS FINAL APPOINTMENT YOU DO NOT BRING IN YOUR CCW WEAPONS. You pay your local fee via cash or check. SMILE (damn hard not to be GIDDY
)...she takes your picture. Wait 5-8 minutes and hands you your CCW card. DONE.
When does the armorer inspect your guns? How long does that take?
You set an appointment by calling OCSD armory AFTER the completion of your 16 hours CCW class. The number is listed in the application packet. The OCSD armory is near the Honda Center. Two sheriffs work here. Dwayne is an African-American. Dude, is such a nice guy. He allowed me in the armory just to chit chat. Taught me how to use Frog lube and how the OCSD cleans their guns. Wish I could buy him a sandwich/coffee but he won't accept because it's against policy. Then there's Lance. I hear he's a "hard ***," but I found him to be quick, straight to the point, and professional during my CCW weapons inspection during my renewal. They don't bring out a pull gauge unless it's a very light trigger (less than 4.5 pounds). Should take no more than 30-45 minutes. Appts are done once or twice a week in the early mornings (because of work...my appointments were always at 7 am).
Once the armorer gives the green light, what's next?
He checks out your gun. GUNS MUST BE CLEAN. First time, I detailed strip/clean..easy pass. At renewal, I just field strip and clean and Lance gave me the OK. Then the armorer verifies the guns' make, model, caliber, and serial number. This form is in your application. You fill it out and bring the form (and the guns and one empty magazine for each) to the CCW weapons inspection. Dwayne or Lance signs each gun if it's approve. If it's not , no worries. You go home..make changes and make another appointment. It's not fail done deal thing. Once this form is completed you set an appt with Melissa/Yolanda. Bring the Training certificate and signed CCW weapons inspection form to the FINAL appointment.
So what do they want? Clean gun...no laser... Trigger pull 4.5 pounds or higher.
In another thread..I have pictures of my highly modified glock 19 that I did myself. That was my ticket in the Armory to chit chat with Dwayne. If my glock 19 of a monstrosity was acceptable...I can't see what would get rejected (don't dremel the trigger guard to nonexistence).
By the order of your questions...you're almost right.

2) bring, fax, or mail in supporting documents/copies if needed.
3) if you get conditionally approved...fingerprinting.
4) 16 hours CCW training
5) OCSD armory weapons inspection
6) final meeting with CCW desk for permit to be handed out.
NOTE...most of the incurred cost occurs after you've been accepted.
