Same Pistol. New S/N. Do I Have to Re-Qualify?

So to start off....I suppose I am a dumbass and stripped one of the grip screw holes on my P238 receiver when changing out the grips. It was the top right one and as a result, the grip was sliding forward and blocking the mag release from working. Sent in to Sig Sauer for a repair and they decided to just send me a brand new receiver. They rule.

New receiver obviously has a new S/N. So I have to go get my CCW updated with the new S/N. This is the same pistol I qualified on previously and is one of the three listed on my CCW. The only thing that has changed is the S/N on the receiver. Does anyone have experience with a similar situation? Are they going to make be go back out and qualify on the very same gun because the S/N has changed?

Any info greatly appreciated. Thanks in advance!

Logically, you should not need to re-qualify. So knowing California, they will probably make you do so.

I'm puzzled. I thought in a case like this they were supposed to give the replacement frame the same serial number. I sent a non-repairable rifle receiver to Remington and that's what they did

        Ask your Issuing Authority (IA).

You could also ask your question in the Calguns Concealed Carry County Information Forum. Locate your county in the list and see if your question has already been answered. If not, post there, too.

I believe you will also need to provide the new S/N to CFARS for your AFS Record.

Glock did not in my case when they replaced the frame on my G36 (new frame, new serial number). I had to notify my IA and have my license changed to reflect the new serial number.

Cal DOJ knew nothing about this (I guess I should have filed some sort of form) and the Sheriff was confused when running the serial for the license. I had to copy all of the e-mail correspondence I had with Glock to clear the issue.

It is a different gun. Your old gun on your licence is no longer valid. Yes, you need to put the new one on which probably means requalify.

Since the serial numbers changed, it is legally (under Federal and CA laws) a different firearm.

A permit holder can apply to amend their CCW permit to add or remove a handgun to their CCW permit. [PC 26215(a)(1)]

Before a CCW permit can be amended, the issuing agency must check AFS to ensure the permit holder is the registered owner of the handgun. [PC 26162]
^If the permit holder is not the registered owner, then the amendment will be denied.

It is up to the issuing agency to decide if their amendment approval process requires the permit holder to qualify with the handgun they are applying to add to their CCW permit.

Once approved, the issuing agency will issue an amended CCW permit that reflects the changes to permit holder's CCW permit. [PC 26215(b)]

              Penal Code 26162Penal Code 26215
              (a) A person issued a license pursuant to this article may apply to the licensing authority for an amendment to the license to do one or more of the following:
              (1) Add or delete authority to carry a particular pistol, revolver, or other firearm capable of being concealed upon the person.
?(b) If the licensing authority amends the license, a new license shall be issued to the licensee reflecting the amendments.
              (c) An amendment to the license does not extend the original expiration date of the license and the license shall be subject to renewal at the same time as if the license had not been amended.
              (d) An application to amend a license does not constitute an application for renewal of the license.

Well you can't carry the gun anyway until you get your permit updated with the new serial number. You should probably call your IA and explain the situation to them and see what they say.

Asked Sig about this specifically and they can't do it. Wish they could.

                    Thanks for all the answers.

UPDATE: SBPD said I have to requalify on the new frame with the new S/N. They were pretty fast to respond and they will get me the updated card as soon as I give them the paperwork. I'm enrolled in an upcoming defensive pistol course the weekend after I pick up the frame and the instructor says he will qualify me at the course. So not too inconvenient.

SBPD's rationale was "New frame with the original slide might not perform the same as the old frame."

Yup. This is exactly right. Had to DROS it just like any other purchase and do a 10-day waiting period. It also triggers the 30-day gun rationing clock.

You should ask your issuing agency. I have a feeling they will make you re-qualify with it because that's how government bureaucracy operates but perhaps they will be accommodating to the situation. In either case, you will still need to update your permit to reflect the new serial number as it is legally considered a completely different firearm.

Since you had to DROS because of the new S/N, please disregard my earlier suggestion to update your AFS record through CFARS since the new DROS will automatically update your AFS.
