Looks like a revenue scheme. Call the sherif and file an internet scam of theft. Paid for a service and now being ghosted

I think at this point, your local police department's CCW system might be up and running before it's your turn with Alameda County. Several police departments are "in the works" with the sheriff to get their ccw department running. Once your city is issuing, the sheriff will no longer process for that city.
