PROCESSING OF COW APPLICATIONS
I am writing in response to your letter dated February 21, 2023. First, thank you
for your kind wishes. Second, I appreciate that you have brought your concerns
regarding CCW processing times to our attention. Please be assured that we
understand the importance of this issue and we have been taking steps to reduce
processing times and improve our overall processes.
In our previous response letter, we discussed our efforts to procure an automated
application system to replace our manual data entry and fee processing.
Currently, most tasks associated with the processing of applications are
performed by hand, including transferring information from applications to our
internal data system and issuing receipts for application fees. This is very timeconsuming, as we receive approximately 800 applications per month. The
automated system will receive an applicant's information, accept fees online and
eliminate hand-written receipts. Applicants will also be able to log in and check
the status of their application through the system at any time, which should
greatly reduce the number of daily telephone calls we receive regarding status of
applications. We anticipate that the automated system will greatly improve
efficiency by allowing our staff to devote their time to substantive, rather than
administrative tasks.
We completed the procurement process for the automated system this month. We
are currently working with the developers to customize the online portal to our
process. We anticipate launching this portal on our public website within the
next 2-3 months.

applications. Efforts to permanently increase staffing of the COW unit are
ongoing.
As we continue to transition and actively implement the measures discussed
above, we are optimistic that that they will result in a decrease in COW application
processing times. We would be happy to provide you with an update on these
measures, including development and possible launch of our automated
application system, in 90 days. We are also agreeable to providing you with
updates three to six months thereafter on the results of our efforts to reduce
processing times.
We hope that you find the above information responsive to your inquiries and
appreciate your support as we continue to transition and make appropriate
changes to the COW application review process in light of the Bruen decision.
