There is NO requirement that your character reference resides in California.

I thought they discontinued requirements for reference letters when they went to the online application.

RSO does NOT require character reference letters any longer. I did not scan them to the automated system during the initial application and I had my interview on 7/5. This was confirmed again in person during the interview.
