Another thought is if lights were available, leaving the range open to 8pm or 10pm would be nice.
There have been many times I've wanted to shoot after work for stress relief but the range is essentially closed after 4.

This may require some investment, but a great idea. Perhaps start with just the pistol range as it is smaller.

Is possible the action range as well.

Additionally charge a switchover fee between rifle and pistol as well, maybe 50% of shooting fees??

How about open action pistol back up IDPA,IPSC,3 gun. Want to generate revenue at a range you have to let people shoot. I would suggest you not rent the range to unsupervised police departments can't think of a quicker way to get shut down.
