Found this at the range.

Looks like one that gets left in the car, then transmits to a phone. Similar to a Verizon HUM, maybe somebody kicked it getting out of the car. Or maybe somebody unattached it to go to the range and accidentally kicked it out of the car.Comment

The old "tracking device under the dashboard" Calguns thread.
They're not even trying to hide them anymore, they want you to plug them in yourself nowadays.
I bet you could re-wire up one of those to mess up a car's electronics or at least blow a few fuses.
