I am getting ready to go desert shooting and was wondering if its legal to shoot plastic bottles filled with water any other advice on desert shooting welcome as well thank you in advance

When I read your post title, I thought: "Why would anyone shoot a perfectly good pie or cake!?!" (dessert v. desert)

Water in plastic bottles - sure. Just pick up every scrap of trash, including your casings.

Ironically food is probably your best (legal) bet..

fruits and veggies make fun, biodegradable, reactive targets.

I like those reusable hard rubber odd ball shaped (ball, cube, etc) bouncing targets you can get at Walmart/Big 5 for $10-15 too
