I tried to buy a C&R Mauser from J&G Sales in Arizona. They have my FFL03 on file; but now say they want a CA COE. Does anyone know when this changed ? I have purchased from them before without the COE.

Someone else will need to chime in to confirm this, but I believe it changed when the 2014 long gun registration went into effect at the beginning of this year. CMP now requires an FFL03 and a COE to get a Garand shipped to your door, which previously was not the case. -
Mail order or in person?
Yes the law changed in 2014 to require a COE for mail order.
If you go in person your FFL03 is still good enough. You just need to report it when you get back (goodluck with that as it seems the DOJ don't even understand the laws and are sending reports back)Comment
