Newbie-AR answer that cant be found, help

Hey whats up people. Im new here, been looking,around, learned some stuff but cannot find an answer for my question. Im 20 looking forward to an AR build, but found out the oll receiver needs to be registered since its consisdered a pistol. Bad because I turn 21 in 2013. My question is, can I buy an oll with a fixed stock attached so I DONT have to have it registered???? I was planning to do that if possible then switch it out with a collapsable stock. Thanks

As far as I know, all AR olls for sale as a stand alone part in Cali are considered long guns and thus DROSed as long guns. The ATF has the requirement that a buyer has to be 21 because the AR lower receiver is not a rifle or a shotgun. You will have to be 21 to buy a lower receiver even if it is a completed lower. You can however buy an entire AR rifle as long as you are over 17. Currently Cali only registers pistols, and the only way that I know of to have a AR pistol is to buy a complete build, or build off an 80% lower. Check out AR15.com for better answers.

You can have an older family member purchase and DROS the lower, let you build it into a full rifle, then PPT it to you.

Other Calgunners, please let me know if this is fud. I believe through my own research, that the information that I have presented is factual according to current law, but in no way am I an expert.

It's not considered a pistol, it is considered an "other", which triggers the 21yo requirement. If you read the 4473 instructions for question 18 it is pretty clear that a receiver, even with a stock attached, that is not a complete "rifle" is considered an "other" for the purpose of transfer.

I think your best bet is to buy a complete rifle. There are a lot of basic M4 type rifles to be had for well under $1K. Then you can customize it to suit your taste. Keep in mind a factory built rifle generally is covered under a warranty and some, such as Windham Weaponry, have lifetime warranties.

If it is off-list and has to be registered as a pistol then you have to be 21 and have to be LEO or buy through a PPT that already has it registered as a Pistol.
