I had the exact problem once but can't remember the solution. Give me a minute...
eta: In my case I needed to change the "additional comments" field. At first I used "..." but after leaving an actual comment it went through fine. Try that and double check your link.

Thanks to all. Needed to place something in the additional comments field. Was using "NA" and it would't go through. Replaced "NA" with "Nothing" and it went right through.
