Hey, i'm new here. I am a california resident looking to build some type of rifle.

I know that ca has some stringent laws but i would like to build an ar15. I was told this is the forum that would tell me the dealio

So i need an off-list lower....what else? and am i legally allowed to build one of these rifles?
