Semi-Auto Flowchart - Am I missing something?

I was looking at the Rifle Identification Flowchart. I think that there needs to be an additional bubble, unless I am missing something or am reading the chart incorrectly.

I would have thought that when I got to step 8 and said "No" to being a Semi-Auto that it would have asked if it is a Full-Auto. Instead when you use the chart and say "No" to being a Semi-Auto", it says it is "Legal". So using this chart a "Full-Auto" would be legal.

What am I missing?

I think there is a built in assumption that if you have a "full-auto" gun you already are aware of the relevant laws.

Also - that is why it is named "semi-auto" flow chart, not "all rifles" chart.

Right. Also, full auto requires a 'machine gun permit' from the state - it's quite difficult to get, and one would remember the process.
