1 sentence/1 paragraph seems generally safe. But no hard-and-fast rule exists; Templeton's page on 10 (really 11) myths points out some of the experiences. His article predates the current terror campaign efforts to defend copyright by one litigious party.

Here's one I CAN quote, since we all pay for the .gov:
