Thread Rating, broken?

I have noticed that many times when i try to rate a thread that it says "You have already rated this thread", when i have not. It's kinda annoying. Like this thread, http://www.calguns.net/calgunforum/s...d.php?t=288312 .

Guys thread is rated one star when he asked a good question for a new guy to be asking. He did it kinda poorly, but still. The thread doesn't deserve one star. Can only the first person rate a thread or what?
