How is the 'rate this thread' controlled?

I saw a for sale thread where that was not displayed. How do you enable/disable this? Hey, I just gave myself a 5 star rating!

You can't control it. It is controlled by the site operator, on a subforum level. For instance the handguns for sale threads have a rating feature, the long guns threads do not.
