The site isn't always down. The fact that many of us 'regularly' post is a clue. Not to mention you just posted and your post is a contradiction of your thread title; e.g., 'most of the time' isn't synonymous with 'always.'

The conclusion many of us have come to is that the site isn't necessarily always available at everyone's convenience. There are myriad threads discussing uncounted opinions as to why that is; but, we've been told, some time back, that it's due to ongoing work on a voluntary basis. There appears to be 'some evidence' for that. There also appears to be 'some evidence' that a few of the theories which have posted may have 'some applicability.'

I'm not going to go through all the details, particularly as some of them are now becoming 'dated.' However, you are free to peruse them for yourself. Just rest assured that no one is able to access the site purely 'at will.' How often and how repetitively, not to mention how long their access can be maintained in a given session, is highly variable and seems to depend on a number of factors, none of which are truly known.

The bottom line is that you either accept the site for what it is, currently, or you don't. All the while, you remain hopeful that there is a light at the end of the tunnel.
