How to add a poll to a thread?

On the 'old' CGN one had to post a thread 1st, _then_ a poll could be added.

How is it accomplished on the 'new' CGN? I don't see the options.

Go to the forum you want the poll, say "Off Topic". Scroll to the upper left corner, there is a box that says "NEW TOPIC", click that. There will be three icons displayed, the second one is for starting a poll. (link icon, poll, post event.)

There may be another way but I have not found it yet.
